According to the National Reading Panel Findings published in All Children Can Learn, teachers of reading should focus on the following tasks to promote reading for under-resourced children:

1. Phonemic Awareness: which focuses on the sounds in words.

2. Phonics Instruction:  which is the ability to sound out words.

3. Fluency:  which refers to the ability to read quickly and accurately and with expression.

4. Vocabulary Instruction:  which attempts to increase the number and level of words contained in the students vocabulary.

5. Comprehension:  which focuses on training students to gain meaning from the text read.

These tasks follow students from Kindergarten to graduation.  They grow with the child by changing the depth of knowledge required and the skills needed to be successful.
