I didnt have education goals on the evaluation page. that is the only error that appears to publish.

You can type "Not Applicable" in the box to bypass the requirement.

I don't know how to get rid of the red marks before publiushing saying education and evaluaion i did it how i should be nohing looks wrong but it still iwont let me publish

You can bypass it by simply typing NA into those boxes.
